GPUAdapter: isFallbackAdapter property

The isFallbackAdapter read-only property of the
GPUAdapter interface returns true if the adapter is a fallback adapter, and false if not.
This property has been removed from the web platform. Use GPUAdapterInfo.isFallbackAdapter instead.

A boolean.
