SourceBuffer: updating property

Note: This feature is available in Dedicated Web Workers.
The updating read-only property of the
SourceBuffer interface indicates whether the SourceBuffer is
currently being updated — i.e., whether an SourceBuffer.appendBuffer() or SourceBuffer.remove()
operation is currently in progress.

A boolean value.
