VideoFrame: codedRect property

This feature is not Baseline because it does not work in some of the most widely-used browsers.
The codedRect property of the VideoFrame interface returns a DOMRectReadOnly with the width and height matching VideoFrame.codedWidth and VideoFrame.codedHeight.
