Το Open Web Apps project δίινει την δυνατότητα στους προγραμματιστές να δημιουργήσουν rich HTML5 εφαρμογες οι οποίες μπορούν να τρέξουν ανάμεσα  σε διαφορετικές συσκευές και μορφές αυτών (desktop, mobile, tablet, κτλ.) χρησιμοποιώντας τα Web standards και ανοιχτές τεχνολογίες όπως η HTML5, CSS και JavaScript. Επιπλέον, στοχεύει να δημιουργήσει ένα πλούσιο κατανεμημένο οικοσύστημα εφαρμογών κατασκευασμένες σε HTML5, συμπεριλαμβανομένουν ενός marketplace χειριζόμενο από την Mozilla. Η Mozilla στοχεύει στο να τοποθετήσει τον προγραμματιστή πίσω στον έλεγχο του κάθε παράγοντα στην εμπειρία που προσφέρει μία εφαρμογή — από την εύκολη ανάπτυξη μίας εφαρμογής μέχρι την διανομή  και την διαχείριρση των άμεσων πελατειακών σχέσεων.

Apps are built using standard Web technologies with additional metadata that allows the User Agent to discover, install, launch, and grant them additional privileges.
