Deploying a Plugin as an Extension

There's no reason to discuss either <extension>/plugins or <extension>/platform/WINNT_x86-msvc/plugins, you'll just confuse people. Pick one and go for it. I don't have a strong preference.

Because plugins are binaries, we really need to strongly encourage the use of install.rdf indicating which platforms the extension is compatible with.

The document needs to be rounded out with a discussion of how the extension is deployed (either by installing the XPI from a webpage, submitting the extension to AMO, or providing a custom installer which installs the extension to a custom location and modifies the Windows registry).
